Project: “Developing Strategic Communication Program for the implementation of SWM National Program in 3 waste management regions (WMR): 5, 8 and 1

Organizational Context 

Proposed project aims to support the development of integrated waste management systems based on regional approach in accordance with the objectives and provisions of National Waste Management Strategy and of the SWM National Program1, for 3 out of 8 waste management regions (WMR 5, 8 and 1).

● WMR 5: Ungheni, Nisporeni, Călărași

● WMR 8: Briceni, Ocnița, Edineț, Dondușeni

● WMR 1: Cahul, Cantemir, Taraclia, Comrat, Vulcănești, Ceadîr-Lunga

The project’s expected outcome is: raise the level of awareness and involvement of the main stakeholders in the waste management process by developing and implementing an awareness and Communication National Program for fostering stakeholder engagement and ensuring the successful implementation of the regionalized approach.

Activities

  • Develop the survey questions that will answer to the main indicators of the awareness raising activities;
  • Conduct the research (quantitative and qualitative) in 3 WMR to obtain views from stakeholders
  • Provide analysis on the main indicators of the awareness raising activities;
  • Regularly report on the activities implemented
  • Carry out the survey report based on quantitative and qualitative data / indicators
  • The research should be oriented to the main target groups of stakeholders: local authorities, local business, populations, civil society representatives and women as major gender group.
  • Develop online dashboard for all relevant data

Qualifications:

  • A company with Experience in carrying out research and surveys, especially in similar thematic areas.
  • Ability to analyze data using up to date statistical tools for purposes of building an online dashboard
  • Tangible reference of previous similar assignments a must for the last 3 years.
  • Experience in leading focus groups.
  • Experience in qualitative interviews.
  • Demonstrated experience in Climate Change, Waste Management and/or Circular Economy;
  • Strong understanding of human development, environmental management issues adaptation, vulnerability and impact, and other related sustainable human development issues;
  • Experience of implementing similar assignments at the local national level, is mandatory.
  • Experience in working in multi-national teams;
  • Working knowledge of Romanian or / and Russian language;
  • Proven written and oral communication skills in English will be a strong advantage;

Selection Criteria:

Submissions will be evaluated in consideration of the Evaluation Criteria as stated below:

Technical proposal will be evaluated on 70%. Whereas the financial one will be evaluated on 30%.

  1. Financial offer for the implementation of the assignment including travel costs.
