Study visit to AVE-Ungheni SRL for the Mayors of Călărași, Nisporeni and Ungheni

On 22.05.2024, over 30 mayors from the Waste Management Region 5 (Călărași, Nisporeni and Ungheni districts) members of the waste management communication platform, participated in the study visit organized at the "AVE-Ungheni" headquarters SRL and Ungheni town hall

The purpose of this study visit was to facilitate communication at the regional level (RMD 5) on waste management and to share good practices in waste management, addressing topics such as:

The form of organization of the waste management process at the level of the operator AVE-Ungheni SRL.

Possible scenarios for organizing the management of recyclable waste (plastic, paper/cardboard, glass, WEEE) and opportunities for collaboration between municipal operators and recyclers and systems 1TP5STEP.

Current waste management mechanism 1TP5 Recyclable.

Practical Session: Demonstration of the baling process and types of waste that are sold to authorized operators.

The main conclusions drawn during the study visit:

  • There are real possibilities/scenarios for efficient management of recyclable waste (eg creation of spaces for temporary storage, collaboration of several localities, equipping with baling presses + active information campaigns).
  • Although the Extended Producer Responsibility mechanism is regulated by law for 6 categories of waste, it works very poorly (practically not at all) at the moment and no collaboration is established with LPAs/municipal Operators. This is despite the fact that this mechanism is designed to assist local public authorities in waste management by transferring part of the responsibility and costs associated with waste management from public authorities to producers of products subject to REP.
  • Too much expectation and reliance on expensive waste management infrastructure as the most important solution and very little, if any, in Prevent/Reduce/Reuse practices. There are also no legal instruments to stimulate these options. It is very important to learn to reduce the amount of waste generated, in order to put as little pressure as possible on the infrastructure that will be created!
  • local integration in waste management is absolutely necessary to create an efficient system capable of responding to current challenges in the field of waste management.
