Extended Producer Responsibility

About the course

The development of EPR (Extended Producer Responsibility) schemes in Europe has contributed to the improvement of waste prevention, reuse, and recycling. This mechanism has proven to be an absolutely necessary and functional tool for the transition to a circular economy, being directly focused on the application of the "polluter pays" principle, according to which anyone who introduces EPR products remains responsible for managing the waste generated at the end of the life cycle of these products.

At the national level, the implementation of REP schemes is regulated by art. 12 of Law no. 209/2016 on waste and includes 6 waste streams (electrical and electronic equipment, packaging, batteries and accumulators, vehicles, oils and tires).

The duties of a "EPR Producer", according to Law no. 209/2016 on waste

• To register in the list of manufacturers through SIA "MD".

• To present the proof of an individual system or to certify the membership of a collective system;

• To ensure the achievement of the collection targets;

• To ensure, on his own account, the organization and operation of individual or collective systems for managing the respective waste flows;

• To carry out educational and information programs;

• To present to the Environmental Agency a narrative report on the synthesis of the activities carried out for the realization of the REP;

• To keep records of waste and to report annually to the Environment Agency, data on waste managed in accordance with established targets.

  • Relevant waste management legislation and extended producer responsibility (EPR) policies at national level.
  • The roles and obligations of manufacturers, importers and distributors under the EPR, including reporting requirements.
  • Applicability of Law no. 1540/1994 regarding payment for environmental pollution, respectively calculation of the tax rate for goods that cause environmental pollution.
  • Case studies on types of products subject to EPR.
  • Reporting instructions through SIAMD and the POLMED23 form regarding the tax for goods that, in the process of use, cause environmental protection.
  • The principles of the circular economy and how they apply within EPR to minimize waste generation.
  • Communication and outreach skills to improve engagement in EPR programs at company and community level
